PROTECTION This is one of the three major functions of the Board. About 25 per cent of the men entered the service and owing to the nuin power shortage it was not possible to fill the vacancies with men of the neeessarv reciuirements to <'arrv on the work. This ma<le it ne<*essarv to redistribute the various districts throughout the Commonwealth so the men who were left could cover those areas and give at least some protection.
