Jenkins,, Clerk of the Parliament (Victoria), acted asclerk of the HIS HONOR SIR FREDERICK MATTHEW DARLEY, , ,LIEUT-GOVERNOR, NEW SOlTH WALES. ^^olfHere the question took form and shape, and SirHenry Parkes proposed that the several Governmentsshould send deleo;ates to a Convention to discuss thequestion of federation and report upon a scheme for aConstitution. That Conference dissolved hopefully andthe matter had entered on a new phase. In the NewSouth Wales Parliament the opposition was long andbitter. Mr. J. H. Want opposed the whole scheme as a FROISI COLONY TO COMMONWEALTH. 20 fashionable fad, and others opposed it on side issues; butthe resolution to send delegates was carried on Septem-ber loth. There was more or less delay in the othercolonies, but on March 2nd, 1891, the Convention met inSvdney. T
