The situation must have been very grave to bring thethree chiefs of the Empire into this province at the same expected by his presence to increase the affection of theGauls for Rome,^ and he also wished to determine the measureswhich should be adopted in carrying on that war in Germanywhich was always successful and always unprofitable.
