The insurrections which are now attract-ing so much attention in Pechili and Shan-tung have really been in progress for thelast fifty years. They have never whollydied out since 1840 and will not so long asthe present political leaders continue inpower in Pekin. I have great faith in theability of the native Chinaman to governhimself if he was educated. Education theWestern world can well afford to give him,because, unless he is exterminated, he isgoing to be in the next hundred years atremendous factor in the labor and commer-cial world.
