Lac Seul and the innumerablesmaller lakes which constitute the outstanding featureof the Winnipeg River basin. This extensive lakearea provides a means of practically doubling the al-ready large minimum flow of these rivers. Under suchregulation would be available at WhiteDog Falls on the Winnipeg River, and
