Such surAcys or inspections weremade in l^akersfield, Visalia. Santa Rosa. R^reka, Gait and more or less hurried surveys showed that in these smaller com-munities the housing problem is not that of. tenements and lodginghouses, but of crowded single family houses and generally bad foreign quarters are-especially neglected so far as housing and sani-tation is concei-ned.
