Central Zone Not Practical in New Jersey The study of the traffic count conducted by the com-mittee showed that for the conditions existing in manyparts of the property a central zone was not practical. With a central zone, whose radius was determinedby the average distance which the company could affordto haul passengers traveling therein for a 5-cent fare,the greater proportion of the manufacturing establish-ments would lie in the outlying zones. The consequencewould be that those journeying from these manufac-turing establishments, or other traffic centers situatedin the outlying zones, to residential sections just withinthe limits of the central zone would pay a fare con-siderably higher than other classes of riders within thesame community. The individuals to whom such asystem would appeal are those employed at or near thetraffic center of the city; or, in other words, thoseemployed or conducting business in office buildings andretail establishments or in
