Underthe special charter of the city this official is vested with a somewhatextensive jurisdiction, both civil and criminal. He was for two yearschairman of the Democratic City Committee, has been secretary of theCounty Committee and is now (1904) a member of that body. In thefall of 1902 Mr. Tierney sprang at a lx>und into State-wide prominencethrough the struggle for Clinton Countys delegates to the State Con-vention at Saratoga.
