The French aim at an ideal impracti-cable at the time, if not forever; the English and their de-scendants in America are content to secure the utmost whichis practicable at the time, and has therefore the greater assur-ance of continuing in existence. Of the early life of Etienne Marcel we know nothing; butfrom 1356 to 1360 he was provost of the merchants of Parisunder the reign of John the Good, the unfortunate king whobecame the captive of Edward III., of England, at people of Paris, angered at the mismanagement of thegovernment during the kings captivity, demanded the institu-tion of a council of
