Four destroyers shouldguard each of the capital vessels, sothat, for this purpose only, we shouldhave fully twice as many as we nowpossess. Others, of course, are buildingand are in all stages of completion; butunless some very special exigencyarises, to detach for trans-Atlanticwork any of those now available, seemshardly justified.
