Probably a Blue Phacelia (Phacelia distans)
The species of Phacelia are difficult to distinguish from each other, but this speciment is probably a Blue Phacelia (Phacelia distans) aka Wild Heliotrope aka Scorpionweed, which distinguishes itself from the hundreds of other species in its genus by its pale blue flowers. Photographed in the Mojave Desert section of Joshua Tree National Park.
