During Governor Turneys first term of office, educational affairswere under the efficient supervision of Hon. Frank ]\I. Smith, who wassucceeded at the beginning of Governor Turneys second term by G. Gilbreath, an able officer. Several important enactments were made, regulating the financial management of the system, providing for more frequent reports, etc. The appropriation to the Peabody Normal College was increased to $20,000, and the Chair of American History was established, to be devoted to instruction in American History, and especially to the history of Tennessee, and to the collection and publica- :* tion of historical material. ^. 491.
