This Commission was appointed by you in response to a suggestion outlining the need ofsuch a commission in the following letter from two members of your Cabinet, the Secretary ofCommerce and the Secretary of Labor: Washington, D. C, May 15, Mr. President: The electric-railway problem to which your attention has been calledon several occasions has recently assumed such serious national proportions as to warrant theprompt attention of the Federal Government. Already 50 or more urban systems, representing aconsiderable percentage of the total electric-railway mileage of the country, are in the hands ofreceivers.
