Southern New Mexico, including the Arizonasettlements south of the Gila, had long been discontentedbecause they were cut off from the capital by the Jornadadel Muerto and neglected by New Mexican officials. Con-ventions had been held at Mesilla (1859) and Tucson(i860) to lay plans for separating this region from NewMexico and organizing it as the Territory of Arizona.
