Onthe 9th of March the grade of lieutenant-general, which hadbeen revived by Congress, was bestowed upon Grant, who lostno time in visiting the army at Culpeper and conferring withGeneral Meade, though he did not transfer his head-quartersto Virginia until some weeks later. Meades plan of reorgan-izationcontemplated the consolidation of the First and ThirdCorps with the Fifth and Second respectively, by which eachof the latter would thereafter contain four divisions.
