The visit is the formal end to the Dutch-Russian friendship year, which was overshadowed by tensions over Dutch criticism of a Russian law prohibiting 'propaganda' of homosexuality, the arrest of the Greenpeace ship Arctic Sunrise and diplomatic incidents, including the detention of a Russian diplomat in The Hague and the beating up of a Dutch diplomat in Moscow by unknown assailants.
