Ford’s (CVN 78) commanding officer, receives a commissioning pennant from Command Master Chief Laura Nunley during the ship’s change of command ceremony at Vista Point. The change of command ceremony is a time honored Naval tradition in which the transfer of responsibility, authority, and accountability occurs from one individual to another individual.
