KINDERHOOK, NY--New York Army National Guard Command Sgt. Major Frank Wicks and Brig. General Raymond Shields, Director of Joint Staff for the New York National Guard present a wreath from President Barak Obama during a ceremony marking the 231st Birthday of President Martin Van Buren held here on Dec. 5, 2013.
