On February 16 Ireceived the following letter from him : I have returned from inspecting the Trans-Baikal line. The line will be able immediatelyto run six pairs of trains of all kinds. I havestarted work building sidings for nine pairs, butthis number will not run until the warm weathersets in and we get rolling-stock. Almost all therivers now are frozen solid. Thirteen temporarywater-supplies are now under construction. Iwill write again about the warm weather andthe increase up to twelve pairs of trains. Khor-vat, whom I saw in Manchuria, tells me that thefollowing numbers of military trains can be run. THE WANT OF ROLLING-STOCK 249 on that line * : three pairs on the western portion,five on the soutliern. The further traffic accelera-tion depends almost exclusively on the receipt ofrolling-stock. Heavy snowstorms have some-what delayed the laying of the line across LakeBaikal; but I have hopes of success. Arrange-ments are being made at Manchuria station forthe temporary accommodation of 4,000 to 6,000men in hut barracks. It is clear from this letter that when we enteredupon hostilities we had for mobilization, con-centration, and the carriage of supplies onlythree military trains in the twenty-four hours, forthe carrying power of the western branch of theEastern Chinese line from INIanchuria station toHarbin fixed the capacity of the line throughoutits whole length from Europe to Harbin.
