Collective steps Jeffrey Bitterman, Naval Hospital Bremerton (NHB) commanding officer (left) welcomes Dr. David Smith, Reform Leader for Health Care Management (right), and Rear Adm. Paul D. Pearigen, Commander, Navy Medicine West and Chief of the Medical Corps (center), to discuss the transition of Navy military treatment facilities (MTFs) like NHB to the Defense Health Agency (DHA) mandated by the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2017. Passage of the FY 17 NDAA calls for reshaping military medicine to better support the warfighter and integrate the healthcare delivery system across the services, eliminating duplication and gaining greater levels of standardization and consistency. With the DHA tasked with health care delivery at MTFs like NHB, Navy Medicine retains the prime responsibility for operational readiness, with the establishment of Navy Medicine Readiness and Training Commands (NMRTC). As an example, NHB administration and management will shift to the DHA, which will standardize care and gain efficiencies across the enterprise, while NMRTC will focus a renewed emphasis on operational and mission readiness to assure medical personnel continue to develop and maintain operationally relevant skills to ensure a medically ready force and a ready medical force. For patients, these reforms should be seamless and have little or no impact on receiving their medical care
