When he voluntarily laid down the burden of serv-ice that he had borne for eight years without salary, which he refused toaccept, it seems to have been understood, not only that two terms shouldbe in practice the limit of presidential service, but that acceptable serviceduring a first term should entitle the President to reelection, quite as amatter of course. It is true that John Adams, the second President, wasnot reelected ; but his failure only emphasized the principle, He. was not OUR TWENTY-ONE PRESIDENTS 91 reelected because his service was not acceptable. His political opinionswere pretty closely in harmony with those of Washington, but circum-stances led to their practical application in ways which alarmed and angeredthe people, and their alarm as well as their anger found expression in hisdefeat by the representative of precisely opposite views.
