This State wasorganized by Governor Walter E. Edge, who called ameeting of seven hundred mayors of cities in the Stateon March 28, 1917. The governors of the States of theUnion had previously held a conference with the WarDepartment at Washington. These committeees laterbecame known as Councils of Defense.
