Some of themethods by which this end can be sought are by opening and keepingopen the finest possible views of river and meadow and woodland, byacquiring and improving a limited number of picnic places andcamping places, and of natural parks on the flooded lowlands withinthe levees where not needed in connection with navigation or industry,and by prevention through appropriate zoning regulations of types ofprivate use and misuse along the route injurious to the general welfareand to the aggregate property values of the localities into which theymight be thrust by shortsighted or selfish individuals. South Fork of Eel River, Humboldt County[27] CALIFORNIA STATE PARK SURVEY There are many other streams in California, both north and south,along which joint and coordinated management for flood control, forconservation and use of water, for highway transportation and for con-servation and use of scenic and recreational resources, would bringfar greater dividends than the separate pursuit of one or more ofthese ends independently. But the Sacramento River is the out-standing example among them and must suffice in this summaryreview. Few Californians realize what a tremendous scenic and recreationalasset it is capable of being made by an expenditure quite trifling inmoney alongside of all that has been spent and will be spent onunavoidable public improvements of the river and its margins.
