Assistant Secretary of the Navy for Manpower and Reserve Affairs Juan Garcia speaks to sailors and Marines during an all-hands call. Garcia, along with Vice Adm. Dirk J. Debbink, chief of Navy Reserve, visited service members stationed in Bahrain to promote the 21st Century Sailor and Marine Initiative. The initiative consolidates a set of objectives and policies, new and existing, to maximize sailor and Marine personal readiness, build resiliency and hone combat effectiveness.
