Supervision over public schools is exercisedby a state superintendent and by county super-intendents of education, each of which is elect-ed every four years. Decided re-strictions were laid upon corporate legislation,yet liberal terms were granted to new fac-tories. Itimposed on the legislature the duty of pro-viding pensions for indigent soldiers and sail-ors of the Confederacy and their widows. Thelegislature was forbidden to enact any lawdiscriminating against the rights of womento acquire, own, enjoy, and dispose of prop-erty of all kinds, it being stipulated thatmarried women were fully emancipated fromall disability on account of coverture. The counties of the state are divided intofive districts, each of which elects a member ofthe board of supervisors and a justice of thepeace for terms of four years.
