Mail Catalogues In Bulk. The postoffice appropriation bill, passed by the House on February 5, contains the provision that postofEces shall here- after accept for transmission in the mails quantities of not less than 2,000 identical pieces of third and fourth class matter without postage stamps affixed, pro- vided that the postage has been fully prepaid. Under this law catalogue houses will be able to deliver their edi- tions to the postoffice in bulk, saving the labor of affixing and the loss in hand- ling stamps, also saving the postoffice the work of cancellation and gaining considerably in time. The appropriation bill has yet to pass in the Senate. The Congressional Seed Distribution. The Secretary of Agriculture has sent to congress a report upon the congres- sional seed distribution for the fiscal year ending June 30, 1902, in compliance with the requirements of the act appropriating for his department. The total appropri- ation for this work
