Cormorant (Phalacrocorax carbo) drying its spread out wings after swimming and diving for fish. Has a hooked bill flat forehead and blackish plumage.
Cormorants needs to dry their wings as they are not water proofed so they perch near the water and spread their wings untill dry. They can also warm up this way too.
