. The political history of the United States : or, popular sovereignty and citizenship; birth and growth of the colonies; march to independence; constitutional government; presidents and administrations; congresses and political measures; party platforms and principles; rise and fall of parties. Questions of the hour-civil service reform, polygamy, prohibition, surplus revenue, tariff and free trade, arguments for and against, review of tariff acts. 5, 1886 showedan import of these goods of 3,433,480 pounds, an increase of2,114,573 pounds, and a total duty of ;^3,6i7,864, or an increasedrevenue of ;^1,894,881. Still more striking as to worsted act of 1883 itself, and what was claimed to be an erroneousclassification under it, reduced the duty on worsted cloths 15 to20 per cent. In 1882 the importation of these cloths was valuedat ;^500,ooo. In 1887 they were imported to the extent of;^5,000,000. The increase of revenue from this 20 per cent, re-duction of duty alone was 500 per cent. To the free-trade doctrine that a reduction of duty lowers theprice of home manufactures to the consumer, and an increase ofduties raises their price to the consumer, the protectionist re-plied with facts and figures, all of which were curious and someof a startling nature. Confessing that if the free-trade positionwas a true one, the policy of protection could not but be a badone, he challenged the free-trader to show a single manufactured. ^^- GEORGE r. EDMUNDS.
