The National Civic Federation review . agreement in the soft coal fields, itwill be recalled that for several months precedingMarch 31 two meetings were held of the InterstateJoint Conference of the central competitive territory,including western Pennsylvania, Ohio, Indiana, and Illi-nois, and that they finally adjourned the latter part without employers and employes in this industrybeing able to enter into a working agreement lor theicale year following April 1. Trior to the adjourn- ment of the last session of the convention leading op-erators of the western Pennsylvania district consentedto grant the compromise wage increase demand of theunion officials and, in consequence, for the first timesince 1898, a separate agreement without the sanctionof the Interstate Joint Conference was entered into inthat district. Since then officials of the United MineWorkers of America and representatives of the variousoperators associations in Ohio, Indiana, and Illinois havebeen carrying on numerous conferences in each State.
