Upon theretirement of Chairman Shonts, PresidentRoosevelt appointed Mr. Stevens to headthe commission. About the same time hedecided to put army engineers in directcharge of the work, a decision which wasmost unwelcome to Mr. Stevens. When Mr. Roosevelt, in February, 1907,designated Major George W. Goethalsas chief engineer under the direction ofMr. Stevens, the latter protested for fearthat civilian engineers and army engineerscould not work together. The upshot ofthe whole matter was that Mr. Stevensgrew impatient
