BY JOHN CLARK RIDPATH. Ladies and Gentlemen : To establish a democracy was one of the earliestdreams of the human race. Doubtless there was a timewhen the cave-men, the lake-men and the cliff-dwellersdid not dream at all, or dreamed only in the fashion ofour shepherd or pointer, who imagines himself activelyvigilant between the flock and the wolf or holding hisinstinctive nose in the direction of the game. But thetime came when the conscious man, the man of will andpurpose and plan and hope, began to see visions anddream dreams; and one of the first of these was thevision of a democracy—a social gathering into one of likespirits made perfect under the law of equality, of truth, oftrust, of mutual interest and mutual devotion.
