Thereis, however, one point in connection with them whichshould not be overlooked, that is that the conditionswould enable them to be designed to exactly fulfilthe municipal requirements; for the reason that thepopulations are to be limited, and hence themaximum degree of accommodation will be knownfrom the outset. Now, seeing that the populationsare to be restricted to a very moderate number, twothings are made clear to us : (a) that the publicbuildings of Garden Cities will only require to beof moderate size, and (b) that to build separatebuildings for separate departments of public servicewould in these circumstances be a wasteful mode ofequipping the City in this respect.
