The rebellion of1868 already referred to under the paragraphGovernment, followed on the deposition of theshogun, and the reform movement for moderniz-ing Japanese institutions organized by Iwakura,Okulo, Saigo, and Kido. This progressive movement was chiefly, ifnot solely, the result of political foresight.
