In i860 a Japanese embassy visitedthe United States, and in 1861 an embassy wassent to the European courts. The rebellion of1868 already referred to under the paragraphGovernment, followed on the deposition of theshogun, and the reform movement for moderniz-ing Japanese institutions organized by Iwakura,Okulo, Saigo, and Kido. This progressive movement was chiefly, ifnot solely, the result of political foresight.
