Their number was comparatively small,but they contrived to hold in theii^ hands the administra-tion of the republic and of the proAonces, and thus theyalone reaped wealth and glory from foreign wars. In thismanner they amassed enormous riches, while multitudeswere pining in poverty. The small landed proprietorswho had once constituted the strength of the republichad nearly disappeared, and instead of them there hadarisen a class of men who spent their life in idleness, andwere ready to sell their votes to the highest
