Shenyang, China - December 2000; Shenyang, in NE China's Liaoning Proviince, has never been on the beaten track for tourists. It was - and remains - one of the most polluted cities on earth. I was only there in 1999 and 2000 as EU director of a major environmental programme to tackle some of its many environmental issues. Shenyang copper smelter - shown here - was a major pollution eyesore at the time; when this shot was taken, I was advised by straight-faced officials - without a trace of irony or humour - that it was not operating at the time.
