Chicago Loop Rerouting Proposed Beeler Plan Submitted to Public Utilities Commission byChicago Surface Lines Will Equalize Traffic andMaterially Improve Movement of Cars ON DEC 30, 1920, the Illinois Public Utilities Com-mission ordered the Chicago Surface Lines to sub-mit within sixty days preliminary plans for such switchand turn-back service and such revision of routing asthey may deem practicable and calculated to facilitatethe movement of cars, reduce congestion of traffic inthe Loop, or otherwise bring about improvements in. Accordingly, on Feb. 23, the Surface Linesforwarded to the commission a suggested plan of rerout-ing in the Chicago Loop district as prepared by theBeeler organization, which had been working onvarious service improvements for the company. Theproposed plan did not become public at that time,, butrecently, in connection with the fare case before theIllinois Commerce Commission, Mr. Beeler and Mr. Bucktestified against the rerouting plan submitted by thecity and offered their plan as one which would betteraccomplish the results sought. Ten changes in routing are recommended. They arebased on the principle of obtaining a more equitable dis- tribution of the cars within the district, a more evenlybalanced traffic on each street, a minimized turningmovement and the substitution, so far as practicable, ofright-hand movements for the more difficult left-handones.
