WORK AMONG NEGROES Since 1925, the unit of work among Negroes has operated as partof the State Board of Charities and Public Welfare. The Negrosocial worker is becoming more and more integrated into the stateswelfare program due in large measure to practices and proceduresadhered to since the inception of this sevice. Functions and Objectives The unit serves the various divisions of the State Board of Charitiesand Public Welfare wherever the welfare of the Negro is with other departments of state are held whenever prob-lems arise affecting the life of the Negro. There has been no change in the objectives of the unit of serviceamong Negroes since the last biennial report. As defined by the MeritSystem Council for the consultant on Negro welfare, they are topromote Negro participation in the public welfare program throughconsultation and cooperation with officials of state and county depart-ments of public welfare and others, and through state-wide educationaland o
