The American Federa-tion of Labor, however, has distinguished in theprocedure by which grievances should be reme-died, and by which improvements might come tothe particular class of men, between those ofgovernment, municipal, state and national em-ployment, and those engaged in private employ-ment. The American Federation of Labor discour-ages all government employees from American Federation of Labor cannot tellany body of men not to strike, nor direct anybody to strike. The American Federation of La-bor as such has no authority over matters ofthat kind. But it does urge as guidance to allpublic employees that they should not revertto strike.
