THE DOWNTOWN RAILWAYLOOP FOR CHICAGO. It is now considered almost certain that the elevated railroad companies of Chicago will be ableto secure a loop in the downtown part of the ute of the Joint f levated Loop in Chicago. The fact that no provision has thus far been madefor their entering the heart of the business districthas been the greatest kind of an obstacle to thesuccess of the existing and proposed elevated termini of the Alley L road at Congressstreet, and of the Lake street road at Market street,are practically on the outskirts of the business dis-trict, and so inconvenient have the residents ofChicago found these termini that the patronageof the two roads has been materially road Is doing half the business that couldreadily be done, and the earnings are very far be-low what the directors have expected. The earn-ings of the Alley L road have been so low thatthere has been talk of a receiver for many months,and recently the minority stockholders have takenaction to devise means for the protection of theirsecurities.
