The present wooden guard wasinstituted for the safety of employees in the belief thatthe third-rail when visible was less dangerous thanwhen hidden. It is impossible to place the third-rail atBoston between the running rails on account of lack ofclearance, and even if clearance existed there would thenbe no opportunity to cover the third-rail. It is alsoimpossible to make contact with the third-rail on theside instead of on top, due to the variation in the lateral.
