In practical administra-tion, however, it is but a slight apology for its assumedoriginal pattern ; the Mayor, and the Directors, face-tiously called the Mayors Cabinet, being thereinunfortunately constituted a Board of Control, withpractically legislative, as well as executive functions,thus depriving the system of individual responsibilityand efficiency, as contemplated by its honest and earnestoriginators.
