WASHINGTON (April 13, 2017) Adm. Bernard Rogel, chief of the special military staff of the president of the French republic, presents Vice Adm. James G. Foggo, III, director of Navy staff, with the French Legion of Honor medal. The Legion of Honor is the highest French decoration and was founded on May 19, 1802 by Consul Napoleon Bonaparte.
