The entire boundary of East Boston lies along salt waterand can be developed for commercial or other purposesin a way to profit by waterfront advantages. The improve-ment of the waterfront has already been extended toinclude much of the south, west and north shores of NoddleIsland, two-thirds of the shore being already establishedfor commercial and industrial purposes, while the east sideis as yet practically unimproved. Breeds Island shoresare as yet undeveloped and are of limited value, as theyare approached by a relatively shallow and narrow channel.
