These seven blocks have heretofore beenserved by small single-truck open cars that could besafely operated by cable on the steep grade. The diffi-culty with these cars has been that during rush hoursthe large number of passengers that crowded aboardnot only prevented the collection of fares but materiallyreduced the safety factor under which the cable lineoperated.
