The top of the cylinder communicates by means SMITH AND PINKNEY S GOVERNOR. 497 of a pipe with a vessel in the engine-room, which is closed air-tight at itstop by a thin corrugated circular diaphragm. The bottom of this vessel isbell-shaped, so that at its top it is of considerable diameter, and thediaphragm capable of exerting considerable force when even so small apressure as 1 lb. per square inch is transmitted from the cylinder. Thegear for operating on the throttle-valve is connected to the middle of thediaphragm, and any bulging of it by the pressure causes the throttle-valveto be opened, and when the water cylinder is emptied by the rising of theships stern relatively to the sea, the diaphragm assumes its normal position, and the throttle-valve is closed. Smith and Pinkneys Governor differs from both classes mentioned, inasmuch as it is neither actuated by the motion of the engine nor by the. It consists of a heavy pendulum set so as to oscillatein a fore and aft vertical plane: it will consequently have relative motionwhen the ship pitclies; the pendulum is connected to the valve of a smallcylinder, whose exhaust communicates with the condenser, and whosevalve-fcox is open to tJie ah (with the mistaken notion that vacuum costsnothing); the piston of this small cylinder is connected to the throttle-valve, and is sufficiently large to easily control it even when the spindle-gland is packed tightly. The obiection to this kind of governor, in addition to the one urged 32 498 MANUAL OF MARINE ENGINEERING. against all governors not actuated by the engine shaft, is that, with afollowing sea, the ship may be depressed at the bows and have thepropeller fully immersed; in a short choppy sea, the propeller
