It Avas therefore an-nounced that General Pope and General Steinwehr, and allcommissioned officers serving under them, are hereby spe-cially declared to be not entitled to be considered as soldiers,and therefore not entitled to the benefit of the cartel for theparole of future prisoners of war. General Lee, apparently against his will, Avas instructedto convey copies of President Davis letter and the generalorders to General Halleck. These were returned by GeneralHalleck as being couched in insulting language, and werenever put into force, as General Popes authority in Virginia.
