In his opening address the chairmanreviewed the history of the Master Me-chanics Association, which had its originin 1868 at Dayton, Ohio, and the locomo-tive of today may be said to be largelythe result of the associations delibera-tions. Every detail of the locomotive hadbeen considered and the recommendationslooking towards improvement and stand-ardization had been adopted. Its entire history has been a record of splendidachievement in the improvement of thesteam locomotive in .America, and thework will be carried on just as earnestly uikIit tlic new orijanizalion which has. \V. .1. been formed, and even better, because ofthe opportunity for a closer is still much room for improve-ment on the locomotive and roundhouses,and other rc(|uirements have not kept pacewith the needs. -A central testing bureauis a crying need which would have beenin existence long ago if the Master Me-chanics .Association had had the neces-sary means. Mr. Tollerton also paid ahigh compliment to the locomotive build-ers and the manufacturers of railway sup-plies, and expressed a debt of gratitudeto the Railway Supply Mens .Association,wlio had furnished excellent opportunitiesof inspecting all that was best in the sup-ply department.
