The whole matter was extensively discussedthrough the press and at political meetings, and fi-nally the demand for ballot-reform became so deter-mined that, in 1887, it was incorporated in theplatforms of the republican and united labor parties,and a bill effecting a modification of the Australiansystem was passed by the legislature of the state ofISTew York in 1890, signed by Gov. Hill, and put inforce at the election for state and municipal ofticersof the same year. In 1889 President Harrison ap-pointed him minister to Russia, but he died on May16th of that year in New York city, a few days priorto the date fixed for his departure for St. Peters-burg.
