In thiscase the working memorandum should befurnished covering reclaimed material andcomplete instructions for accounting forall such material which may be returnedto stock and a credit given our depart-ment. For instance, it may be requiredthat all serviceable material may be re-turned to stock until needed. This actionaffords a record on the stock books forany available material for use and veryoften enables the redistribution of suchmaterial, avoiding the purchase of or is-suance of new. It is my opinion it shouldalso be required in order to have account. properly charged so as to credit the ac-count originally charged with any and allserviceable material that accumulatesabout the shops and roundhouse; this inorder to have our cost of repairs to theindividual engine properly distributed andeach item of reclaimed material enteringinto the repairs of the engines be drawnby requisition and charged out from re-claimed material. This will also give usa credit on our operating accounts fromreclaimed material picked up. Parts re-moved from locomotives which are serv-iceable after repairs have been made andare taken into stock at the time of re-moval by credit being allowed thereforon requisition for new material at cur-rent prices of new material, less cost ofrepairs.
