Portuguese Prime-Minister António Costa seen speeching during the inauguration of Vhils artwork. Portuguese artist Alexandre Farto, known as Vhils, inaugurated his work "Substratum - Scratching the Surface Project" at the UNESCO headquarters in Paris. The ceremony was attended by the artist, the Portuguese Prime Minister António Costa and the Director-General of UNESCO Audrey Azoulay. The artwork pays tribute to Ellen Wilkinson, President of UNESCO's inaugural Conference.
